中新社北京4月27日电 (记者 张素)4月26日晚，中国外交部北美大洋洲司司长杨涛就美国国务卿布林肯访华向媒体吹风。在回答记者提问时，针对所谓“中国产能过剩”问题，杨涛说，美方所谓“产能过剩”不是市场定义下的结论，而是人为制造的虚假叙事，是美国搞保护主义、打压中国发展的又一例证。
杨涛表示，中国在新能源汽车、锂电池、光伏产品等领域的优势不是中国政府补贴的产物，而是全球市场需求、技术创新、充分竞争的结果。中国优质新能源产品为各国加快绿色转型、应对气候变化、缓解通胀压力作出了重要贡献。美方所谓“产能过剩”不是市场定义下的结论，而是人为制造的虚假叙事，是美国搞保护主义、打压中国发展的又一例证。恐怕“过剩”的不是中国的产能，而是美国的焦虑。
“如果说到非市场行为和不公平竞争，美方这两年出台的《芯片与科学法》《削减通胀法》不仅对补贴明码标价，而且充斥排他性、歧视性条款，这是市场行为吗？美方还以各种借口非法制裁1500多家中国实体和个人，这是公平竞争吗？”杨涛说。
关于南海问题，杨涛表示，中国对包括仁爱礁在内的南沙群岛拥有主权，具有充分历史和法理依据。中方始终遵守包括《联合国海洋法公约》在内的国际法，任何国家不能妄图以非法裁决挑战中国的合法权益。造成仁爱礁当前局势的原因一清二楚，菲律宾先是违背承诺，拒不拖走非法“坐滩”军舰，长达25年，后又一再违背其同中方达成的“君子协定”、内部谅解，肆意侵权挑衅，企图大规模维修加固，以实现对仁爱礁的永久占领。菲方做法严重违反中国同东盟国家达成的《南海各方行为宣言》第五条规定。
杨涛说，近期南海局势升温，同美方的插手介入脱不了干系。美方动辄以《美菲共同防御条约》相威胁，严重违反《联合国宪章》宗旨和原则，严重危害地区和平稳定。美方要维护南海和平稳定，就应该停止煽风点火、挑动对抗。中方捍卫自身主权和领土完整的决心坚定不移。
关于涉港、涉疆、涉藏、人权问题，杨涛表示，香港是中国的香港，美方应该尊重中国主权和香港法治，不要抹黑污蔑。涉疆、涉藏问题都是中国内政，美方不要指手画脚，更不要以人权为借口横加干涉。
杨涛还对乌克兰问题作出回应。他说，中国不是乌克兰危机的制造者，也不是当事方，没有做任何拱火浇油和趁机渔利的事情。中方的立场坦坦荡荡，概括起来就是八个字，劝和促谈、政治解决。
“我们在国际上行事是有原则的，该我们担的义务，一分也不会少，但我们不会‘背锅’，更不会为别人的行为买单。美方应该停止抹黑施压，停止对中国企业滥施单边制裁。”杨涛说。(完)
